Naugatuck valley, here we come

Last year, the state’s Municipal Opportunities & Regional Efficiencies (M.O.R.E) Commission began discussing the possibility of condensing the 14 regional planning agencies into eight councils of government. This included the Central Connecticut Regional Planning Agency (CCRPA) that oversaw 14 municipalities including Bristol.
Also last year, the state’s Office of Policy Management (OPM) came up with a preliminary recommendation for new regions on Oct. 1. Under this preliminary recommendation, OPM put CCRPA in the Hartford region, which is the Capital Region Council of Governments (CRCOG). However, CRCOG told the CCRPA they did not want the entire region joining its agency as a whole, but contacted the towns within the CCRPA to see which would express interest in joining CRCOG. Plainville and Southington voted to join CRCOG last year.
At a special City Council meeting last week, it was unanimously approved to join a council of governments in the Naugatuck valley, which is expected to be newly formed by the end of the year.
When Councilor Ellen Zoppo-Sassu asked Mayor Ken Cockayne if the Hartford agency was asked to attend the special meeting, Cockayne said they were “aware of this meeting, and made it clear they are in support of us going the other way.”
At last week’s meeting, the council voted to appeal OPM’s decision to have Bristol join the Capital Planning Region (Hartford) so it can join the Naugatuck Valley region.
Executive Director of the Council of Governments of the Central Naugatuck Valley Region Sam Gold attended the special meeting and said it makes sense for Bristol to join the Naugatuck Valley region, especially since rail could ultimately be connected with Waterbury.
“There are many Bristol residents who work in Waterbury,” or in the Naugatuck valley, as well as valley residents who work in Bristol, Gold said, adding that connecting the rail lines would ultimately benefit ESPN, which has many people coming in and out from New York.
Once OPM approves Bristol’s appeal, the city then will need to adopt an ordinance allowing the connection with the Naugatuck valley region. By Jan. 1 of next year, the new Naugatuck valley council of governments would take on the regional planning responsibilities for Bristol.
Alan Weiner, Bristol’s city planner, said one of the components for the revitalization of the downtown area is the desire for passenger rail. He said connecting Bristol to Waterbury would be more likely, than connecting Bristol to Berlin.
“Casting our lot with the new ‘COG’ (councils of government) seems to make more sense,” particularly because of the potential to have rail in the city, which could take longer if the city joined the Hartford COG, Weiner said. He added Bristol has more in common with the towns in the Naugatuck valley, especially in terms of its industrial heritage.
Zoppo-Sassu said she wants to make sure Bristol still maintains its relationships with other towns, even though it would be part of a different planning agency. Cockayne said those relationships still will remain strong.
While the planning portion would be shifted to the eventual Naugatuck valley COG, Bristol will still remain part of the CCRPA’s Metropolitan Planning Organization, which deals strictly with transportation and funding from the federal government. Gold said that relationship will remain until it is decided where to proceed with the new regions.

Rep. takes Mental Health First Aid course
HARTFORD- In order to better educate himself on the mental health needs in his community, a press release from his office announced State Rep. Whit Betts (R-Bristol, Plymouth) participated in a Mental Health First Aid (MHFA) training class at the State Capitol.
The Mental Health First Aid (MHFA) training class teaches people how to spot the signs of someone experiencing a mental health crisis and the steps to take to help.
“Participating in the Mental Health First Aid training class has been very helpful in my understanding of how to help those in a mental health crisis. It underscores the importance of having primary care professionals, family members, school personnel and educators trained to identify students in crisis. Early intervention is key to ensuring that young people receive the appropriate treatment they need,” said Betts via a press release.
The training, offered by the state Department of Mental Health and Addiction stems from the legislation passed earlier this year in response to the tragic events in Newtown. The legislation called for the state’s mental health and education commissioners to administer a mental health first aid training program, and for people serving as safe school climate coordinators to receive the training.
The 12 hour, two-part, nationally certified course helps individuals and communities better understand mental health issues. It is designed to provide people with the key skills to assist someone experiencing a mental health crisis very similar to how CPR training helps a non-medical professional assist an individual following a heart attack. Participants won’t learn how to treat a condition, but they could be able to assist someone while help is on the way, or detect signs that suggest a person needs help.

Parks dept. offers teens chance to train as counselors

Even though it may feel like it is light-years away, summer will be here in just a few months and students will be out of school and ready to head off to summer camp. Before spaces fill up, residents should check out the new programs Bristol’s Parks and Recreation Department has to offer this summer.
The department will be kicking off its brand new Counselors in Training (CIT) program, which is intended for teenagers ages 14 to 17 who are ultimately in interested becoming a summer camp counselor when they are old enough to work.
“We don’t have a lot to offer to teenagers who are too old to go to summer camp but too young to work,” said Joshua Medeiros, recreation coordinator for the city’s Parks and Recreation Department. “It’s going to be a really nice way for them to get involved in our programs.”
Not only will the CIT program allow for teens to get out of the house this summer and participate in a variety of activities, but they will also learn leadership skills, team building, and begin to build their resume for future jobs and college.
“It is a really positive experience,” Medeiros said, adding that summer camps across the state offer this kind of program and it has been well received by both the teens and parents or guardians.
After the CITs work their way through the program and are eventually eligible to be camp counselors, Medeiros said they will be the first people the city looks at for hiring summer counselors before other individuals who haven’t been CITs. The CITs will be paired with camp counselors for the summer and help plan activities and work with the campers, run special events, assist counselors on field trips and attend leadership workshops each week.
He said he is hoping to bring on board 15 teens for this summer’s first Counselor in Training program, where they will be split between the regular summer camp offered at Stafford School, which is offered to ages 6- to 12-years-old, and the newly added preschool summer camp that will be offered at Mountain View School.
Medeiros said the new preschool camp, called Little Explorers, will be offered to children ages 3- to 5-years-old and will help “introduce younger children to summer camp,” and provide a good environment for them filled with music, sports, arts and crafts, entertainment, games and more. Medeiros said like the CIT program catering to teens, the preschool summer camp will cater to an age bracket Bristol’s summer camps weren’t reaching before. Medeiros said he sent out a survey to parents and received positive feedback about the preschool summer camp and is hoping to admit about 40 children for the program this summer.
The regular summer camp, he said, typically fills up with about 200 children each year. However, he said with the CIT program he hopes to admit much more because there will be extra bodies to work with the campers.
The individuals chosen for the CIT program will also participate in a three-day training session before camp begins where they will receive their CPR and First-Aid certificate, along with becoming familiar with on how camp works.
Medeiros said he would encourage teens to apply because the program provides different activities for them to be a part of each day throughout the summer.
“It makes the summer fly by so much faster and is a great opportunity for that age group,” he said, adding that the CIT program allows for teens to get out of the house and be productive throughout the summer if they are not able to work yet due to their age. He also said he will be looking for individuals to apply who are enthusiastic, responsible, mature young adults who are excited about getting involved this summer and are out-going.
In addition to the CIT program and the preschool summer camp, Bristol Parks and Recreation also will be offering a Teen Adventure camp this summer that will be available to ages 12- to 15-years-old and be offered three days per week for five weeks in July. This summer camp, Medeiros said, is for teens who are interested in summer camp but can’t commit to the full seven-week session. The Teen Adventure camp will take teens on field trips during the five weeks to places around the state, like Quassy Amusement Park or tubing down the Farmington River. There will be a different theme each week for this summer camp and will provide the opportunity to “expose Bristol kids to other locations they may have never seen before,” Medeiros said.
The regular summer camp at Stafford School and preschool camp at Mountain View School will begin on June 30 and last for seven weeks. The preschool camp will have a split day, with the morning running from 9 a.m. to noon, and then the afternoon portion running from 12:30 p.m. to 3:30 p.m. CITs only will be working with the Stafford School and Mountain View School camps for the summer.
Those interested in the CIT program should begin applying on March 3, and can find the application on the Bristol Parks and Recreation website at www.Bristolrec.com. The deadline for CIT applications is May 1 and once the department begins receiving applications it will begin notifying individuals to come in for interviews. Applicants should also provide a reference letter from a teacher, coach, principal, etc.

Bristol’s Lucid Empire hits The Space’s stage Thursday

On April 3, the sounds of Bristol will fill The Space in Hamden when local band Lucid Empire steps onto a stage that has seen its share of national acts through the years.
The band, still relatively new on the Constitution State scene having launched just last October, already has an EP of its own to promote at the talent-packed gig.
The Observer caught up with the members of Lucid Empire, which is Michael Garcia on lead vocals/emcee/guitar; Noel Roberge on drums and backup vocals; Larry Casey on bass; Jamille Matos on emcee duties; Ian Skelskey on guitar; and Ruben Soto on keyboard and saxophone. Garcia handled the questions from the Observer on behalf of the band.
Observer: First of all, how did Lucid Empire come together… how did you guys meet?
Lucid Empire: It’s funny three of us went to (Bristol Eastern High School) and the other half of the band went to Bristol Central High School. I met two members at BEHS and the rest through community theater. However, it wasn’t until the summer of 2013 that what first started as the usual group of people I collaborated on my solo material, quickly became the tight knit circle of friends we are today. As a result, collaborations became more and more frequent and it was only a matter of time before assembling what we know today as Lucid Empire was on the back of each member’s mind.
O: What was it about this combination of musicians that you guys said, hmmm, we’ve got something here?
LE: Although we were always happy with the music we were making, it didn’t truly hit us that we had something until three things happened. For one, we were getting calls, texts and messages from everyone we showed snippets of our music every day, asking when our music was coming out. Secondly, the overwhelmingly positive feedback and of course, simply sitting back and listening to the finished product as a whole from a listeners standpoint instead of simply hearing it at practice where everyone is more focused on their individual parts.
O: How would you describe your sound and who are your musical influences?
LE: There really is no other way to explain our sound other than very mixed. Each song varies in its influence of several genres but you will always be able catch traces of reggae, blues, soul, and hip hop.
Sublime, Passafire, Max Bemis from Say Anything, Slug from Atmosphere, Hall and Oates, Jason Mraz, Allen Stone, John Mayer, Immortal Technique, Outkast, Maynard Ferguson, Wax, Herbal T, Billy Joel, Dub FX, Reeps One, Reggie Watts and IceJJfish (are our musical influences).
O: Talk to me about the EP. Is it all original material? As fans of music, stepping back as if you weren’t the ones playing on it, what do you like about how Lucid Empire sounds like on record?
LE: The “Cool Beans” EP is entirely composed of original material, some songs of which were written months even years before the band’s assembly, and some more recently developed.
As fans of music, each individual comes from a wide spectrum of influences and enjoys seemingly every genre. The band members and I would agree one of the favorite things about this record for the person sitting back and listening has got to be that each song is like a “Melting Pot” of genres so to speak. The “Cool Beans” EP is the perfect combination of a smooth blending of genres and not ever knowing what to expect. Most importantly, it is what many people are considering to be a successful attempt to going back to our musical roots and creating catchy but powerful meaningful music in a generation where many consider such a thing to be a dying art.
O: You’re going to be playing at The Space. What can folks expect from Lucid Empire on stage.
LE: Ultimately Lucid Empire hopes to create a very comfortable atmosphere. We want each listener to feel a connection with us and feel as if they’re simply watching group of their friends jam out and most importantly have fun in hopes that they watch the show with as much energy as we will be exerting through our music.

Rotary distributes grants to organizations that aid children

Young people in and around Bristol are the big winners in the Bristol Rotary Club’s small grants program.
The club distributed checks totaling more than $15,000 this week to nine organizations serving children and youth, according to a press release from the Rotarians.
The McCabe-Water Little League will bring in new players from the city’s West End thanks to a grant from the club, said the release. The league offers a chance for children to play baseball in the league even if their families cannot afford the cost and the club’s support will make it possible for dozens of new players to join, said the release.
Reach Out and Read, a new initiative of the Bristol Early Childhood Alliance, got a boost from a Rotary grant, said the release. Working through a local pediatrician, the program encourages the important practice of reading to very young children by providing parents with books for babies and toddlers at the doctor’s office.
Children who are staying at the Bristol Emergency Shelter and at the Women’s Transitional long term shelter will benefit from new cribs, changing tables, and other items that the Rotary will pay for through a grant to the St. Vincent DePaul Mission of Bristol, said the release.
Shepard Meadows received a Rotary grant to help pay for horseback riding classes for clients with physical, cognitive and emotional disabilities, said the release.
The Parent and ChildCenter at BristolHospital, which works to prevent child abuse through parenting classes, got a grant to support its educational and referral services, said the release.
The Bristol Girls Little League Softball program will be able to offer pitching clinics to girls from all over the city who take part. The program feeds into city high school softball teams, said the release.
A youth program at the Bristol Historical Society that will help capture and preserve the story of a piece of city history will continue, thanks in part to a Rotary grant, said the release.
The Imagine Nation children’s museum’s PinwheelPass program, supported in part by a Rotary grant, will help open the museum to those who might not otherwise be able to use it, said the release.
Kids in the Middle, a program for middle school children that is operated by the city’s school board and the United Way, also received support from a Bristol Rotary Club grant, the release said.
The club, which makes the grants from proceeds of its annual golf tournament, selected these recipients from a large pool of applicants.
“There is so much need in the community and so many worthy projects that we had to make difficult choices,” said club President Jackie Majerus-Collins in the Rotarians’ news release “But we’re thrilled that we are able to help these organizations make a difference in the lives of so many Bristol kids. We’re grateful to everyone who made the golf tournament a success.”

Compounce opens for season May 10; New attractions offered
Mark your calendars for Saturday, May 10, as LakeCompounce hosts its grand opening day for the 2014 season.
A press from the oldest amusement park in the country said the park has “tripled the fun” this season with new additions such as, the first Pink’s Hollywood Hot Dogs on the East Coast, Bear Creek Campground with cabins and tipis, and a weekend laser light spectacle that will “Illuminate the Night.”
LakeCompounce also will be offering two new season pass options and increasing the number of cabanas in CrocodileCoveWaterPark, said the release.
LakeCompounce has partnered with Pink’s Hot Dogs, a Hollywood Legend since 1939, to open an in-park location across from the Carousel this May. Pink’s Hot Dogs was titled the number one hot dog stand in a list of the “Top Ten Hot Dog Stands in the U.S.” by Fox News, reported the park’s news release. The hot dog stand attracts celebrities such as, Jay Leno and Martha Stewart, and Food Network superstars Giada de Laurentiis and Guy Fieri. The East Coast’s first Pink’s Hot Dog is expected to host its grand opening on May 17 alongside the Weiner Dog 100 race featuring Dachshunds racing for the title of Fastest Hot Dog.
Beginning July 4, the new laser light show, “Illuminate the Night,” will light up the night sky every Friday, Saturday and Sunday through Aug. 24. Produced by Lasertainment in Minnesota, a 50-foot water wall will veil across the lake with simultaneous synchronized music, projections and lasers.
Bear Creek Campground was announced earlier this year and will have its grand opening on July 1, said the news release from Compounce Reservations are currently being taken via telephone, and can soon be made directly on www.campbearcreek.com. In addition to the 20 fully-furnished cabins, 56 RV sites equipped with water and electricity, and 30 tent sites, the campground also will be adding five tipis. Each tipi has the capacity to sleep four to six people, and will have electricity and a mini refrigerator.
CrocodileCoveWaterPark will have five additional cabanas near BayouBay, one of the park’s two wave pools, said Compounce. All of the park cabanas have been upgraded to V.I.P. status and will now include a free tote, towel, sunscreen, two large lockers, and in-park coupons. In addition, the release said, guests can now take advantage of cabana food service by placing their order during the time of rental and can customize their preferred time of delivery.
LakeCompounce has expanded its season pass offering to give guests the choice of two season pass options. The Platinum pass will provide guests with unlimited entry into the park from May through December, including the duration of Haunted Graveyard and Holiday Lights. The pass is currently on sale for $74.99, or may be purchased in three equal installments of $25.01. Parking passes good for unlimited parking are up for sale for $34, and a 10 percent discount of food and retail purchases will be available.
New to the 2014 season pass offerings is the SummerPass, said Compounce. The SummerPass is available for $50, and is only valid for park entry from May through September with no additional perks. Guests are able to upgrade their day ticket to a Summer or PlatinumPass by visiting guest relations.
The park will feature many great promotions throughout the season to entice guests to come and see all the great additions they have made. To kick off the season, LakeCompounce is offering “buy one, get one free”tickets for all guests during the first two weekends in May when purchased online at www.lakecompounce.com.

Kindergarten registration begins April 21
Registration of pupils who will enter the Bristol Public Schools for the first time next fall, either in kindergarten or as beginners in Grade 1, is scheduled to begin on Monday, April 21 and continue through Friday, May 9. Parents should call or stop by the school in the area of their residence to request a registration packet between the hours of 9:30 to 11:30 a.m. and 1 to 3:30 p.m.
It is important that parents complete and return the registration packet during the month of May. As completed packets are received, parents and incoming kindergarten children will be scheduled for an orientation session.
In order to enter kindergarten, a child must be 5 years old on or before Jan. 1, 2015. A child must be 6 years old on or before Jan. 1, 2015 to be eligible to enter first grade.
As part of the registration packet, parents will need to supply a copy of their child’s birth certificate and proof of residency (such as a notarized lease from a landlord or two bills sent to the address given under the parent/guardian name).
Additionally, Connecti-cut State Law requires children have a physical examination done within one year (365 days) before entering the Bristol school system. Students will not be permitted to enter the school system without the completion of this State of Connecticut physical examination form. If any parent has not yet completed all processing for immunization, they may still register their child at this time with the understanding that there must be a full compliance with the law prior to the opening of school. Parents and those who have the care of children 5 years of age and older and under 16 years of age are obligated by Connecticut law to cause any such child to attend public day school or its equivalent. Connecticut statute permits parents to withhold their child from a formal education program at age 5 for one year and then again at age six 6 one year. At age 7, the child must be enrolled in an education program as described in Section 10-184 of the statutes. To exercise the option of having their child begin school at age 6 or 7, the parent, or other person having control of the child, must personally appear at the school office and sign an option form.
Parents are strongly urged to complete and return the registration packet from April 21 to May 9 and attend a kindergarten student/parent orientation session. Parents who are unable to comply with this timeline, however, are urged to call the office of the principal to arrange a mutually convenient time as soon as possible.
Decisions related to the assignment to either the morning or afternoon kindergarten session will be made by the school principal upon consideration of enrollment numbers, bus schedules, and various other factors. Parents will be notified of morning or afternoon enrollment by the school office.
At this time, the Board of Education has included the creation of a full day kindergarten program in their budget. The board likely will not know if funding is available for full day kindergarten until mid-May.

Dream Team tapped to teach Common Core

Seven Bristol teachers have been chosen to be a part of this year’s Connecticut Dream Team, a program designed to train and coach state-wide teachers on ways to better implement Common Core State Standards into the curriculum.
Connecticut Dream Team was created after a partnership was formed between the state Department of Education and LearnZillion, a Common Core digital curriculum and professional development provider founded by two teachers.
Debra Vitale is an elementary school math teacher in Bristol and was a member of LearnZillion’s national Dream Team in 2013 and said being a part of the state’s Dream Team is a prestigious honor for teachers, after having gone through a competitive application process.
“It is professionally rewarding to be surrounded by people who are like-minded and have a passion for teaching students,” said Vitale, who will be one of the math coaches for the Connecticut Dream Team this year.
The program, which runs for approximately eight weeks, allows the 100 participating teachers to be broken up into teams. The teams then receive a specific Common Core State Standard upon which to focus. Each team does extensive research, perform assessments, and develops lesson plans for students of different learning abilities that apply content based on that standard. The teams will work digitally over the course of May and June following a two-day professional development event in April called “TeachFest Connecticut,” which will prepare them for this experience.
In July, another event, Common Core Fest, will bring the Dream Team teachers and LearnZillion coaches and staff together with about 1,700 state-wide teachers to create standards-based tools and resources. These resources will be published to become available for educators in Connecticut.
Ultimately, the 100 teachers chosen to participate in the Connecticut Dream Team will be able to take what they learned back teachers in their respective districts so the staff members can success fully implement these standards into their teaching methods to prepare students for the future.
Sharon Campolo, a special education teacher at Greene Hills School, was chosen to be a member of the team. She said she thought it would be “a great opportunity to receive specialized and additional training in Common Core,” while she is taught by other teachers across the state. In turns, she can share her knowledge.
Campolo said Common Core State Standards have required teachers to shift how they have been thinking and teaching. They now focus on asking students to analyze concepts, and ask the students understand the concepts more deeply. The students now use that knowledge in multiple applications.
“I’m expecting us to take Common Core and really dive into it, really dissect it,” Campolo said. She said she hopes to bring what was learned through this experience back to her peers at Greene Hills so they can enhance their curricula.
Vitale said her experience on the national Dream Team helped her to “truly understand the content I was assigned,” and said even when there were challenge, which there were, “I really had to push through it and find the best way to teach.”
Vitale said being a part of the national Dream Team was a motivating experience with a lot of work that came along with it.
“It’s a lot of work but it is so rewarding,” Vitale said, adding the 100 teachers who have been chosen for the Connecticut Dream Team will be able to better themselves as educators. “The sense of accomplishment is really strong and I was really proud of what we did.”
Applicants went through a rigorous process, Vitale said. Candidates had to answer essay questions, some of which covered how they have implemented Common Core State Standards into their lesson plans.
Along with Vitale, Joanna Vastola also was chosen to be a math coach for the Connecticut Dream Team.
